I only have one suggestion.. more locks.
As a town mayor, I have had to deal with many stolen items. Not personally, as in reimbursing, but I feel if we were allowed more than just three locks, our thieving ratio could be cut in half. Maybe, after three or so, there could be a cost. But it would be very helpful to the admins as well, as they would not have to go through, sometimes, their own items just to give it to others.
